ircd: make the advertised network name configurable
Read Networkname from [Info], defaulting to Synchronet, and use it in
both the 001 welcome and 005 NETWORK token so clients identify the same
network from either reply. Validate the name as a bounded printable token
and preserve it when saving the configuration.
Expose the setting in ircdcfg's Server Information menu. Configuration
reloads apply changes to new connections and restore the default when
the setting is removed.
Verify default welcome and ISUPPORT values and custom names after REHASH.
All 38 connection tests pass; native configuration checks cover save,
reload, removal, blank values and malformed names.
