ircd: expose public configuration and services RPC state in STATS
Extend STATS U with the effective BBS and central services settings,
authority discovery/trust state, and RPC transport status. Keep existing
U-line rows and lowercase u's uptime report.
Add STATS F for server/network identity, clock, capability and TLS CA configuration state, B for RBL settings, W for WebIRC host masks, and ?
for report help. Extend server, listener, operator and class reports with
their missing public settings. Report every inbound server independently
so inbound-only links and differently ordered C/N lists are not omitted.
Whitelist public fields, omit passwords, private paths and RPC secrets,
and sanitize and bound the new configuration rows to the IRC wire limit.
Add coverage for report completeness, remote wildcard queries, secret
exclusion and wire framing. Verify that services RPC updates another
server's WHOIS identity and that remote STATS U works through an actual
legacy relay. All nine STATS tests, 38 connection tests and the native
services network regression pass.
