ircd: retain leaf authority settings when services hosting is disabled
Treat EmbeddedServices.Enabled=false as disabling authority hosting rather than skipping the entire section. Leaves now retain their configured Host and policy instead of silently falling back to services.synchro.net and ignoring the actual authority.
Replace per-fragment services diagnostics with complete RPC summaries, request correlation, timings, and explicit rejection reasons. Exclude credentials, session proofs, command arguments, memo bodies, and raw errors from the new diagnostics.
Preserve queued replies for the same connection when a verified nickname timestamp changes, using the existing bounded predecessor session record.
Add parser and diagnostic regressions and exercise explicitly disabled authority hosting on leaves in the network test. Validated with 108 focused tests and the full services network regression through a v2.0 relay; all child IRCds exited cleanly.
