ircd: refine services trust, memo notifications, and TLSROUTE lookup
Treat INI Services sections as the complete services trust list. Add the built-in Synchronet trust entries only when no Services sections exist, including when explicit sections are empty or disabled.
Keep automatic memo checks after identification quiet for empty mailboxes and omit their completion summaries. Preserve waiting-mail notices, per-BBS errors, explicit STATUS replies, and timeout progress without emitting blank notices. Accept older helpers that return only status text.
Resolve TLSROUTE server masks with the shared server lookup and report the selected canonical name, retaining admission and route-security checks.
Document the behavior and add regressions for trust selection and rehash, automatic versus explicit memo status, silent progress, and wildcard routing. Services and link-security suites passed, along with the full services network regression through a v2.0 relay; all child IRCds exited cleanly.
