Exactly. And the policy of "let no tragedy go unexploited".

Like you said, they point out the problem. But then they ask us for power and money to fix the problem. So if they fix the problem, they lose that power/money. Kind of a disincentive to actually fix things.

It's always the private sector. Just look at the airplane. Not well taught but the gov't tried to invent them through grants, etc. And the usual happened: Failure and money wasted. But 2 bicycle makers from Ohio were able to do it in their garage - without gov't funding.
