    Covers the new totals_interval setting and its SCFG option, the removal
    of the per-record user lock from the user count, and the webv4 sidebar
    reading each statistic twice.

    docs: the v3.22 notes carry no interim fixes to unreleased doors

    SyncDOOM, SyncDuke and SyncMOO1 have not shipped in a release, so a sysop reading these notes has never run a version of them that behaved differently. Their arrival is the entry worth having; the console-window fix made on the
    way to it is invisible history.

    The door-installer checksum entry stays: it names those doors, but the change is to the installers, which include released ones.

    Add the v3.22a entries for the qwkjob work: FTP and Web servers packing
    QWK and importing REP packets themselves, QwkTimeout's new meaning,
    qwk.ssjs no longer refusing a second upload, system.qwk_pack() and system.qwk_unpack(), the QWKnet hub-lock rollout caveat, the terminal
    refusal while another session packs, NO_QWK_EVENTS, the ?script archiver limitation, and the fixes (control messages applied, NEWFILES.DAT
    included, .bad pruning, empty inbound packets removed).
