Defer the "Loading message pointers" meter the same way
Share the deferred-progress callback 5ea61816cf (2026-10-26) added
for the duplicate-user search with getmsgptrs(), so the logon-time
meter also draws only once loading has outlasted the progress
interval and erases only if it was drawn.
Add the release note for both.
