From Rob Swindell (on Windows 11)@1:103/705 to Git commit to main/sbbs/master on Tue Oct 27 10:48:53 2026
    https://gitlab.synchro.net/main/sbbs/-/commit/1e6385ea8f99711e84d3253d
    Modified Files:
    src/Directory.Build.targets
    Log Message:
Build: generate PDBs for local Release|Win32 builds, keep /OPT:REF

The Release|Win32 suppression of PDB generation and LTCG in src/Directory.Build.targets now applies only when CI=true, i.e. on the
GitLab runner. Local Release builds get their .pdb files back, so a Release build deployed to a BBS can be symbolized from a crash dump.

Most projects do not set OptimizeReferences/EnableCOMDATFolding, and linking with /DEBUG flips the linker default to /OPT:NOREF, which keeps unreferenced code. Set both for every Release|Win32 link, so re-enabling PDBs does not
grow the binaries (ans2asc.exe: 46080 -> 14848 bytes, same as the CI build).
