    Log Message:
ircd: link BBS accounts through shared services identities

Allow independently authenticated accounts on different BBSes to share
nickname registrations and ChanServ permissions. Require both exact accounts
in one IRC session and a short-lived, state-bound LINK confirmation before atomically merging their complete network identities.

Add ACCOUNTS, UNLINK, per-nickname MEMOACCOUNT routing, and a configurable MaxNicks limit defaulting to 10. Retain one verified login per BBS while keeping telegram access specific to each authenticated account. Revalidate logins, reject stale replies and queued actions after ownership changes,
and coalesce overlapping session checks to avoid spurious retry errors.

Negotiate multi-login support with helpers and retain single-login behavior
for older implementations. Keep standard IRC transport through legacy relays. Document the commands and use SQLite schema 3 without migration.

Validation: 77 native tests and isolated networks through v1.3/v2.0 relays, including authority restarts, linked rights, mailbox isolation, unlinking,
and older-helper fallback. All IRCd children exited cleanly.
