ircd: add channel exceptions and persistent ChanServ grants in 2.9
Support +e ban exemptions and external/moderated message bypasses without granting membership or subscriptions. Preserve complete BBS usernames in masks and reject unsupported selectors.
Synchronize exceptions through CHANEXCEPT-aware MODE, bursts and CSYNC while filtering unsupported operations for legacy peers and retaining hub authority over leaves.
Add authenticated ChanServ EXCEPT management with SQLite persistence, queued-action checks and restoration that preserves manual entries. Fix channel forwarding through embedded services without a physical route.
Document the feature and cover exception semantics, persistence, reconnects and authority restarts. Validate native mixed networks with v1.3 and v2.0 servers and existing services integration.
